why www.ocf.berkeley.edu and not ocf.berkeley.edu?

I've always wondered why I can't simply use ocf.berkeley.edu instead of
www.ocf.berkeley.edu. Is there a technical limitation that causes
this?

Also, why does our public webspace have to be
http://www.ocf.berkeley.edu/~username instead of
http://ocf.berkeley.edu/username? In other words, why the www and the
~?
