Move tinyMCE settings to ubiquo_settings

Hello mates,

Some of us were wondering if we could consider moving the default tinyMCE options to a global ubiquo settings that uses the infrastructure of the current ubiquo_core settings, instead of having them in the application controller. Although it's in fact an option that has to be set up in the controller, it makes more sense to us to move it as an ubiquo setting, along with other application settings.

Also, if we decide to take this step further, maybe we should take the time to consider adding this to the default options, since it makes sense for the majority of the users to have them:

:theme_advanced_buttons1 => %w{formatselect bold italic underline strikethrough separator justifyleft justifycenter justifyright separator 

forecolor backcolor separator code separator undo redo indent outdent separator bullist numlist separator link unlink image},

:theme_advanced_blockformats => %w{p h4 h5 h6}

Allowing the tiny mce to insert paragraphs and some headings by default.

Also consider adding these default options:

* Keep relative paths when adding raw html
* Add <iframe> and <script> to allowed tags
