1.19 release - critical bugfix in watchdog

Sawyer X pointed out that watchdog thinks that service is broken if its status contains custom message (http://github.com/berekuk/Ubic/issues/issue/7).
All SimpleDaemon services provided custom message about pid number since 1.16 release, so they were all considered "broken" by watchdog.

Other changes since 1.16 release:
* ubic-watchdog always uses Ubic->status interface to check service status
* Ubic::Lockf::Alarm moved to separate file, so PODs are now correct
* Ubic::Run: recognize RedHat init script names

* test improvements:
- ubic-ping uses Config.pm to determine full perl binary path
- memory-leak.t is more robust
