Thank you so much for this and I will read through your proposal and get back to you later today.  

The key thing that we will need is to have the officers identified and we can get the chapter formed pretty quickly.  

We also need to develop an approach for identifying activities of the chapter.

Well, we can say that he hasn't opened the proposal when he sent this message. We can only hope that he'll be blown away by the thoroughness of what we came up with.
