Ok, I've been in the Line 6 forum and also on HRI forum trying to understand how to get this to work... Jason was very helpful in pointing out I was mixing up CC and PC changes... 

Based on the appendix C Page C-3, this is what I understand... one will need to use both CC change and PC change.

CC Change for setlist and PC Change for Presets

for example:

Setlist 1 = 0

Setlist 2 = 1

Setlist 3 = 2

etc.. 

etc...

Preset 1A = 0

Preset 1B = 1

Preset 1C = 2

etc.. 

etc...

So, if you want to call up say, Selist 5, preset 16D, you will do a CC # 4 and PC #63

I think this is how it would work...

I knew Stilwel would sort it out, the H. I saw the post @ HRI. Maybe
it isn't 100% until one of you have tested it out. I think it's a good
thing to have one of the advanced midi controllers, not sure what you
would do on a GCP or All Access. Maybe then you would just use one
setlist like Stilwel suggested. EWB
