history analysis for tzdata Europe file

I have checked tzdata/europe for complete history information.

I have called the new file europe_hist.txt (the suffix makes it more
easily attachable in email).

For Switzerland, an extra zone is already added.

An update with additional Germany zones will follow shortly.

The remaining required research will have to be shared in the community.
It is going to be substantial for France, Russia and Ukraine.
