1) Description
It currently reads
"The Olson tzdata timezone database is missing important historical
details for the years before 1970. This group collects extensions to
cover the pre-1970 era. "
But note that also the Olson DB covers pre-1970 data. If one wants no
overlap with the elsie list, it may help to change the description.
2) Focus
In recent messages, e.g. 2011-09-08 by Alois Treindl, one can see
other issues that belong in areas covered by the elsie list.
"In 1980, when Germany had DST, and Switzerland had not, B singen
went
with Switzerland. " is surely about post-1970 stuff.
3) Name
"tzdata history" is a misleading name. The group, according to the
description, is not about tzdata history in general. An improvement
would be tzdata-pre1970 to indicate that the group covers data
explicitly excluded by the year 1970 boundary in the elsie list.
