extension: Photobook Fix1

[Poizon]

This extension allows "comment" mode in frontend only if user is logged
in backend. Using state of plugin's mode is not necessary by that. This
extention mates with Photo Book plugin (goof_fotoboek) version 1.7.5.
Also added translations of language labels to Russian.
