Script to add image to PDF - help?

It's a simple enough problem... I'd like a script that adds a "signature" to an 11x17 pdf of a drawing.  I don't care about it being a "digitally valid signature" we have other controls that solve that problem - this is strictly a matter of putting my Herbie Hancock on the line, and passing it along to the next jerk that needs to see it.

I'm no programmer, but I've copied and pasted the shit out of some code over the years.

Pretty simple... but the rub is that it requires Acrobat DC on the user's machine.... nonstarter.

There are other complications, if it requires anything except for what the IT department forgot to ban, then it's a nonstarter.

Tools that we have:  VBA, Powershell, Windows Scripting Host, Python (with enormous difficulty), possibly other tools..

Can it be done?
