HOUSTON _ Richard Frank Keyes III's capture was not as he had
once imagined it, and the Republic of Texas fugitive didn't look
like the same man who'd eluded law officers this summer by slipping
into the mountains.

Bearded at Fort Davis when the armed separatists held a weeklong
standoff, Keyes was clean-shaven when FBI agents cornered him
Friday near Houston.

Keyes, 22, was caught off-guard and surrounded, said Chris
Swecker, FBI assistant special agent in charge in Houston. He said
Keyes, who had stashed unopened supplies in a national forest, was
unarmed and didn't have a chance to flee.

Keyes' arrest satisfied the couple who identified him among a
group that had taken them hostage in the Davis Mountains four
months earlier.

``I can't wait for them to get his butt out here to the Presidio
County Jail to be with his Republic of Texas friends, let the
criminal justice work on them a bit,'' said Joe Rowe, president of
the Property Owners' Association at the Davis Mountains Resort
where the standoff occurred.

INDIANAPOLIS (AP) _ After Richard Keyes III fled a mountain
hideout for the hills of southwest Texas, his grandfather in
Indiana went looking for him and urged him to surrender.

On Friday, Dr. Richard Keyes of Vincennes, Ind., learned his
grandson had been captured after nearly 4½ months on the lam. He
had been tipped off by the FBI two weeks ago that agents were close
to an apprehension.

``I've been working very close with the FBI up here in
Vincennes, Indiana,'' Dr. Keyes told The Associated Press in a
telephone interview moments after his grandson, a fugitive Republic
of Texas separatist, was in custody.

``I figured he had gone to Canada, but apparently he didn't if
they caught him down there,'' Dr. Keyes said.


``Thank God he's alive. That's all I care. We'll take the knocks
we have to take.''

The younger Keyes, 22, was apprehended Friday afternoon while
walking along a road about 55 miles north of Houston. He was
transported to Houston and booked into the Harris County Jail.

He is charged with engaging in organized criminal activity and
two counts of aggravated kidnapping with a deadly weapon. The
charges stem from the hostage-taking of a couple that began the
Republic of Texas standoff with police on April 27.

Dr. Keyes had traveled to Texas in May to search for his
grandson shortly after the separatist had fled into the hills on
May 3. On Friday, he was in Bicknell preparing for his duties as
the football team physician for North Knox High School when he
learned of his grandson's capture at last.

``I'm going home because I have to make some calls,'' Dr. Keyes
said. He already had spoken to his son, Richard Keyes Jr. of St.
Marys, Kan., the father of the separatist, who was making plans to

travel to Houston. ``I'll plan to go with him.''

No family members have spoken to the fugitive during his
disappearance, Dr. Keyes said.

Asked what he would say to his grandson, Dr. Keyes replied,
``What can I say, except why?

``We're going to help him any way we can within the limits of
the law.''

Keyes was arrested at 2:25 p.m. while walking along
Farm-to-Market Road 1375 in the Sam Houston National Forest near
New Waverly, about 55 miles north of Houston, the FBI and Texas
Department of Public Safety said.

After FBI agents, assisted by the Texas Rangers and DPS' special
crimes unit, made the arrest, Keyes was brought to Houston and
booked into the Harris County Jail about 6 p.m., said Sgt. E.D.
Owen of the Harris County Sheriff's Department.

Federal officials who had kept Keyes under surveillance have
charged him with unlawful flight to avoid prosecution.

Keyes was also detained without bond on three state charges:
engaging in organized criminal activity and two counts of
aggravated kidnapping with a deadly weapon.

Owen said arrangements for taking Keyes back to Jeff Davis
County in West Texas will likely be made on Monday.

Rowe, who was held hostage with his wife by a group that
allegedly included Keyes, said the FBI confirmed the fugitive's
identity to him late Friday and asked him to help with the
identification.

Formerly of St. Marys, Kan., Keyes bolted from the separatist
group's Fort Davis mountain hideout on May 3, the day Richard
McLaren and five followers surrendered to Texas troopers after a
weeklong standoff.

Keyes is wanted on the three charges stemming from the
hostage-taking of Rowe and his wife, M.A. Rowe, that began the
stalemate on April 27.

No one answered phone calls at the home of Richard Keyes Jr. A
neighbor who was contacted by The Associated Press said he had no
comment.

The grandfather said that as of last Sunday, no family member
had spoken with Richard Keyes III since his escape, but added that
he has ``been working very close with the FBI up here in Vincennes,
Indiana.''

Mike Matson, another separatist who fled with Keyes, was killed
in a gun battle with troopers two days later.

Officials hunted for Keyes until May 7, then called off the
search. They speculated he was probably dead in the remote,
sparsely populated region.

Keyes could be represented by McLaren attorney Terence O'Rourke.
O'Rourke was en route to the jail to talk to Keyes Friday evening.

``We're going down to see him,'' said Michelle O'Rourke, his
wife.

Dec. 25, 1996 _ McLaren, wanted on civil contempt charges for
failing to appear in court to answer questions about land titles,
says he'll use force if necessary to resist summons issued by a
federal judge.

Jan. 10 _ A bill in the state Legislature targets false property
liens filed by the Republic of Texas. Differing versions passes
both houses in March, and the variations remain to be worked out.

Feb. 2 _ Republic officials announce a split in the group for
political and philosophical reasons.

March 12 _ Texas Attorney General Dan Morales obtains a
temporary restraining order prohibiting the Republic from filing
false liens.

March 24 _ McLaren declares that more than half of New Mexico
and parts of four other states belong to the Republic of Texas.

April 22 _ Republic member Jo Ann Canady Turner is arrested in
Austin for filing a fraudulent lien against a moving company and
ignoring a court order to explain why she did it.

You bet he was *working closely* with the FBI. Keyes is the owner of
*Alice and Woody's* bar in Vincennes, probably the biggest illegal
gambling shop in that town of around 20,000. He was also in a partnership
with the local narcotics cop running a gun shop called *Vincennes RV
Sales and Service* back in the mid- 1980-s that suffered a *break in*
with some of the missing weapons ending up in the hands of the CSA
survivalist compound in Arkansas a few years back- just before they were
raided, and another being used in a murder-for-hire. The narco cop lost
his position when the county prosecutor decided to disband the drug task
force and announced he was going after professional gamblers instead. A
few months later, the FBI arrested the prosecutor- who had been a witness
at the Olympic Park bombing in Atlanta.

The latest news story out of Vincennes has been the murder of the editor
of the University campus newspaper, Brooke Baker. She had been looking
into rapes of female students involving local cops and illegal drug
transactions involving members of the university's police department.
Guess those stories will never come out now, which may have been the
idea.
