Probably 90 days or more. I mailed mine in December 95 and got my license
in March 96.......a VERY LONG wait, believe me!
It is really hard to say how long it will take; it depends on lots of
things, I think, mainly backlog, etc.
Be patient!! It is worth the wait.

I know someone that mailed the package in mid February and got the license 63
days later.

I mailed mine in and got worried when it didn't show up in 90 days, so
I called. They informed me on the phone that by law they have 90 days
to respond. The catch is they are so behind that they aren't opening
the envelopes until they have time to process the application. Which
means that the 90 days starts when they open the envelope.
I am at about 130 days as of today. But they have till May 15th before
they run out of thier 90 days in house.

That policy is a crock. It makes a statement for the unwritten agenda of
the DPS against the CHL. According to Business Law, when paying bills by
mail, the date of the post mark is the legal date. No way did the Texas
state legislature intend for the procedure above to be the law. Write
your rep or senator, whichever is stronger, or both!
When I took the DPS CHL instructor course, I thought that they were
behind the program. Their administration and handling of business since
then has changed my mind. When DPS banned licensed handguns from all of
their buildings and drivers license offices, they really made a strong
statement with this action.
