My company, Atlassian, makes a Continuous Integration build server,
called Bamboo, which checks out your code, compiles it, and runs the
tests, automatically. We run a free instance for Open Source
projects, so I created a plan for the TWX BBS project. What this will
do is build TWX Proxy (I'll add one for the applet client later), run
the tests, and make available a built binary after every commit.

This means, as a non-developer, you can download the absolute latest
TWX BBS at any time and give it a go. The format will be a ".jar"
file, which I believe is executable on Windows with Java 6 installed,
or if on Linux, type "java -jar twxbbs-1.0-SNAPSHOT.jar". I'll write
up proper docs this weekend.

To access the latest binary, click on the latest build (TWX-BBSTR-4 at
the time of this writing), click on the "Artifacts" tab, then click on
the "Binary" link. I'm hoping to get this process simplified, so we
can have a simple link on the main project page, but this'll work for
now.

These builds exclude the TWX source though, right?

Yes, these are just binary builds. I'd like to set up builds for
TWXProxy as well, but I don't think I can get the compiler to run on
linux and build everything headless.

CodeGear did release a command line build utility recently for the Turbos, but I think it required the paid for version.  I'll investigate further.  Not sure that will help though.
