Introduction
The Department of Natural Resources is hiring a Parks and Recreation Management Bureau Director within the Division of Fish, Wildlife, and Parks. This person can be stationed in any of the following locations depending on space and availability: Green Bay, Milwaukee, Eau Claire, Spooner, Rhinelander, or Madison. Regular travel to Madison central office is required if stationed in other available office locations. **Please note: The successful candidate will be required to work remotely for an indefinite period of time upon hire. A laptop will be provided, however a high-speed internet connection will be essential for this position. Once we are able to return to normal office operations, it is expected that this person will work out of the assigned office location.
Position Summary
The Parks and Recreation Management Bureau Director is a crucial position within the agency and is responsible for multiple facets of internal and external program management. Daily duties include the direction of the state parks system and daily program operations including property management and operations, business systems management such as camping and property admissions, policy and standards development and implementation, stakeholder and partnership relations, property capital improvements, complex issue management, fiscal responsibilities, disaster response, interpretation and education and the general leadership of more than 500 system staff.
The Wisconsin State Park System consists of over 49 state parks, 44 state trails, 9 state recreation areas, 15 state forests and 8 river and resource areas totaling more than 307,000 acres. Additionally, Wisconsin is home to the Ice Age National Scenic Trail and the North Country Trail of which 50 system properties are the host. The system is supported by nearly 200 full time employees and over 300 limited/seasonal employees across the state. The Wisconsin State Park System is a self-funded state park system, successfully and sustainably utilizing camping and admission fees as the sole source of operational funding. In addition, the Parks and Recreation Management bureau provides key property management services for enhanced customer experiences on nearly all 1.6 million acres of Wisconsin Department of Natural Resources property including State Wildlife Areas, Fisheries Area and Natural Areas via separate funding mechanisms.
Outdoor recreation in Wisconsin is growing at an incredible rate with more than 95% of Wisconsin residents participating in outdoor recreation. Consumer spending on outdoor recreation in Wisconsin totals nearly $18 billion.
The purpose of the Wisconsin State Park System is to protect and enhance the natural and cultural resources of our Wisconsin State Park System properties while providing high quality recreational and educational opportunities and programs.

Salary Information
Starting pay is $47.00 - $51.62/hour for this advanced level position ($97.760 - $107,369 annually). Pay on appointment for current or former state employees may vary based on the applicable provisions of the State Compensation Plan. This position is in Pay Schedule / Range 81-01. The selected candidate will need to serve a 2-year Career Executive Trial Period.
Job Details
Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
Required qualifications for this position include:
- Experience establishing or maintaining partnerships with external groups
- Experience in developing policies/ operation guidance from planning through implementation (e.g., strategy, drafting, review, public comment, outreach, training, and implementation, etc.)
- Supervisory experience (e.g., hiring, dismissing, counseling, performance management, etc.)
In addition to the required qualifications, Best-qualified applicants will also have the following qualifications:
-Direct employment experience in Parks and Recreation.
-Formal education in a natural resources field related to recreation or business management.
-Experience overseeing/ leading budget development and implementation (e.g., managing program budgets, allocating resources, revenue generation, etc.) for a budget of at least one million dollars.
-Experience leading and directing senior level managers.
