In recent years, the CCP's intelligence agencies have updated a new generation of personnel, and with it, the strategies to deal with its opposition.  These strategies have enabled the CCP to expand the methods and scale of its transnational suppression, and do more evil and whatever it wants.  A few days ago, the Liberty Sculpture Park in California was vandalized again and their guard dog was killed.  Even though the US government caught a suspect of arson in the park a few years ago, that case has not yet been tried.  These actions are very similar to the repeated threats and vandalism to the Wei Jingsheng Foundation.  It seems that the US law can do much about these threats and vandalism by the CCP's lackeys.  Even though we are not afraid of such physical destruction and personal intimation, the CCP has derived other means to attack the democracy movement and the truly persistent and fearless democracy activists.  We need to have a clear understanding of this situation.
 
Over the years, the CCP's strong suppression has led to many former democrats surrendering. There are also some speculators who use the slogans of democracy and freedom to seek fame and fortune.  These two types of people and even their family members who have been held hostage have accumulated over the years and are very large in number.  Therefore, it is more deceptive to use these former democrats rather than the CCP groomed agents themselves.  Among them, some well-disguised fake democracy activists or related relatives and friends have become the protagonists of the CCP's new strategy.  Its deception exceeds that of the old CCP strategy dominated by the 50 cents agents on the Internet. Thus many people are unable to realize the situation and to adapt immediately, becoming confused.  The CCP spies in the coats of democrats, Tang Yuanjun, Dilshat Reshit, Guo Jian, Wang Shujun, etc. captured by Western governments are just the tip of the iceberg.
 
The first major advantage of using former dissidents who surrendered to the CCP secretly is that their positive image in the past makes them extremely deceptive.  When these people say some specious opinions, people habitually think that it is a change in strategy, rather than a big bluff that benefits the CCP.
 
For example, the description of peace, rationality, and non-violence is correct in principle.  This is an inviolable principle under the Western democratic system, and it is also the most acceptable principle for handling internal affairs in Western democratic societies.  However, when this principle is used against an authoritarian regime that relies on violence and is unreasonable, it becomes a wrong principle used to protect tyranny from failure.  Because peace, rationality, and non-violence can only be useful for reasonable people, and it is useless for unreasonable people, especially authoritarian governments that rely on suppression to rule, it becomes a manifestation of surrender.  The premise of peace, rationality, and non-violence is that there are common principles and everyone is reasonable.  If one party is unreasonable and only talks about violence, violence can only be countered with violence.  A detailed look at the timeline of Tang Yuanjun, a traitor to the democracy movement who became a CCP spy, shows exactly that his reverse of stance was at the time he officially served the CCP for the sake of family ties and was compensated by the CCP for what he was doing.
 
Those who spread the doctrine of peace and rationality within the democracy movement always say that if a tyranny is ended by violence, there will be another tyranny following.  This obvious fallacy can confuse many people.  Logically speaking, you will not become a beast after beating a beast to death, and you will not become a pig brain after eating a pig brain.  There is no necessary inheritance relationship here.  They often use the example of the ancient Chinese dynastic changes to prove their points, but that is because the emperor system did not change, so there was a relationship of inheritance.  Yet, the American War of Independence ended the tyranny by violence and was followed by a democratic system established that attracted worldwide attention.  So there is no inheritance relationship between them.  No matter how the Chinese democratic revolution occurs, it will be a change of the system, so there is no inheritance relationship with the CCP's tyranny.  Therefore, it is logically unsound to say that tyranny will return if tyranny is overthrown by violence.  This is just a lie spread by the CCP to confuse the public and undermine the fighting spirit of the Chinese people.  It is a conspiracy to protect the CCP tyranny from being overthrown.
 
There are many similar lies, such as since Xi Jinping is not good, if someone like Hu Jintao replaces him everything will be better.  And so on.  Such public opinion orientations are very deceptive.  The crimes of the Chinese Communist Party are not personal crimes, and the hatred between us democrats and the CCP is not personal, but a struggle over systems.  Whether it is Hu Jintao or Jiang Zemin, they are all Communists, and they are defending the one-party dictatorship of the Chinese Communist Party.  This is their essence.  The other differences between them are trivial and do not change the fact that they are tyranny and tyrants.  Even if Hu Yaobang and Zhao Ziyang have better personal qualities, they were still defending the tyranny of the CCP's one-party dictatorship.  This dictatorship is completely against our goal of overthrowing tyranny and building democracy and freedom in China.
 
If these fallacies are propagated by the Chinese Communist Party itself, the effect of fooling the public may not be so ideal.  When the CCP's 50 cents agents come forward to propagate, this set of fallacies will soon be overturned.  The 50 cents agents of the CCP are so notorious now that people oppose whatever they say, which can only have a counter-effect and is not very deceptive.  However, when some former democracy activists who have been in prison spread the news with their own halos, the effect is much different, and the deception suddenly increases.  Especially for the general public, it is very deceptive.  Therefore, the younger generation of CCP intelligence personnel have changed their strategy and used a large number of former dissidents who defected, in cooperation with spies disguised as dissidents, to carry out propaganda and public opinion guidance.  This compensates for the old structure of simple CCP spies plus 50 cents agents, which is the basis for the increasing rampantness by the CCP now.
 
Of course, the Chinese Communist Party not only brutally suppresses external opposition, but also shows no mercy to their internal opposition.  There are also many people who are forced to surrender under various tortures and psychological pressures.  But those who do not work for the CCP and do not cooperate with the deceptive propaganda of the CCP are still our friends and should not be confused with real traitors.  We welcome those traitors of the CCP who recognize the crimes of the CCP and stand on the side of democracy and freedom.  Who is without fault?  There is nothing better than correcting one's fault.  People's understanding of the CCP varies, but the door to the democracy movement is always open to those who have reformed.  The CCP's brutal internal purges will force more CCP members and cadres to break away from tyranny and join the anti-communist ranks of democracy and freedom.  For those who have come to their senses, we will forgive them for their past mistakes and treat them equally without discrimination.
 
The second major strategic change of the CCP is that it has learned to use the loopholes and defects in the legal systems of Western countries including the United States to create trouble for the dissident organizations such as the democracy movement and Falun Gong and to spread rumors and even attack them.  In addition, the CCP spies and its 50 cents agents use the Internet to engage in public debates and discredit democracy activists and democratic movements, which has achieved results that were not seen in the past.  Currently, famous or powerful organizations and individuals that confront the CCP have all been attacked and discredited to varying degrees.  Interestingly, in China, where it is difficult to access the Internet overseas, real dissidents are often harassed or even cut off from the Internet, yet many CCP spies, including those wearing the coats of dissident, can access the Internet and attack the democracy movement and its activists day and night.  On the contrary, in a closed China where the names and activities of famous dissidents are completely blocked, articles and comments that discredit the democracy movement and dissidents can circulate unimpeded.  Everyone really needs to think about it and ask why.  If you look carefully at who benefits and who loses, you may find clues, although some CCP spies are relatively low-key and well hidden.
 
These strategies of the CCP are indeed well practiced and effective.  After the mysterious death of the famous anti-communist Harry Hongda WU, his organization, which had a fund of tens of millions of dollars, was dragged down by lawsuits and no longer played any role in the human rights and democracy movement.  Even the Laogai Museum was permanently closed.  The democracy activist Chongguo Cai came to the United States from France for a meeting and was accused of sexual harassment in public, which attracted a large crowd of spectators.  The anti-communist Falun Gong was also entangled in lawsuits.  This is obviously politically motivated and uses entanglement tactics to waste our time, energy, and money, directly affecting the work of the democracy movement.  For many years, a group of the CCP spies and 50 cents agents have launched a relentless propaganda war on the Internet to discredit democracy activists and the democratic movement, with obvious political overtones.  Some self-exposing posts made by overseas Chinese spies on social media will be deleted at the beginning of work in Beijing.  These deletions are also an interesting phenomenon and obviously prove to be team work.
 
Similar cases have shown that using legal procedures to discredit and harass opposition dissidents and organizations is a very successful strategy.  Over the years, the US government has spent a lot of money to train the CCP's legal personnel, but it has not brought about progress for China's rule of law.  Instead, it has taught the CCP how to take advantage of loopholes and flaws in US legal system to use as weapons against the United States and the opposition as well.   The CCP's strategy has evolved from 50-cent agents and secret police stations overseas to using US laws and democracy traitors, as well as disguised fake democracy activists to achieve their own goals; to carry out its successful transnational suppression.  We must also learn to deal with their new strategies, strengthen our position in the democracy movement, take up legal weapons, cooperate with Western democratic institutions, and seriously deal with their conspiracies.

中共对付海外反对派的策略在变化中

近些年來,中共的情治单位更新了新一代人员,随之也更新了对付反对派的策略。這些策略使得中共得以擴大其跨國鎮壓的方式與尺度,更加爲非作歹,爲所欲爲。幾天前,加州的自由雕塑公園再次被破壞,狗狗被害。即便美國政府抓到了幾年前在公園的縱火嫌疑,卻至今還未能審判。這與當年魏京生基金會一而再,再而三地被威脅、被破壞很相似。美國的法律竟然似乎拿中共走狗的這些威脅與破壞沒辦法。即便無懼于這樣的實體破壞,中共也衍生出其它的手段來打擊民運及真正堅持且無畏的民運人士。對此,我們需要有清醒的認識。
 
多年来,中共的强力镇压导致了很多屈服的前民主派人士,再加上有一些利用民主自由口号来谋取名利的投机人员。这两类人乃至他們被作爲人質的家人,多年积累下来,数量很大。所以利用这些前民主派更有欺骗性。其中混入一些伪装得很好的假民运人士或相關親友,就成了中共新策略的主角。其欺骗性超过了以五毛为主的旧策略,使很多人一时没能适应而被迷惑。被西方政府捕獲的中國間諜唐元雋、迪力夏提、郭堅、王書君等不過是冰山一角而已。
 
使用暗中投降的前异议人士的第一大强点,就是他们过去的正面形象给他们带来巨大的欺骗性。当这些人说出一些似是而非的观点的时候,人们习惯性地认为是策略的变化,而不是有利于中共的大忽悠。
 
例如对和平、理性、非暴力的描述,原则上是正确的,西方的民主制度下这是一个不可违背的原则,也是西方民主社会最容易接受的处理内部事务的原则。但是当这个原则针对依靠暴力不讲理的专制政权的时候,就成为保护暴政不会失败的错误原则了。因为和理非只能对讲理的人有用,对不讲理的人尤其是靠鎮壓來統治的獨裁政府没用,而且是一种投降的表现。和理非的前提是有共通的原则,大家都讲理。如果有一方不讲理只讲暴力,就只能以暴制暴了。細觀民運叛徒成爲中共間諜的唐元雋在此問題上改變的時間表,也正是記錄他爲了親情而正式為中共效力並得到補償的時候。
 
向民运内部散布和理非的人总讲以暴制暴之后,仍然会是暴政。这个明显的谬论反而能迷惑很多人。从逻辑上来讲,把野兽打死之后你不会也变成野兽,你吃了猪脑子也不会变成猪脑子。这里边没有必然的继承关系。从实例上来看,中国古代皇朝更替,制度没变所以有前后继承的关系。美国独立战争以暴力改变了暴政,其制度变化后建立了全世界矚目的民主國家。所以這之間没有继承的关系。中国的民主革命无论以什么方式发生,都是制度的改变,和中共的暴政也没有继承的关系。所以暴政被暴力推翻就一定是暴政,逻辑上就不通。這是中共散布出来迷惑大众,瓦解斗志的谎言,是有利于保护中共不被推翻的阴谋。
 
类似的谎言还有很多,例如习近平不好,如果换个人比如胡锦涛,一切就会好起来了。等等诸如此类的舆论导向,都有很大的欺骗性。中國共产党的罪恶不是个人的罪恶,我们民主人士和他们之间也不是个人仇恨,而是制度之争。不管是胡锦涛还是江泽民,他们都是共产党,维护的是共产党的一党獨裁专政。这是他们的本质。他们身上的其它差别都是鸡毛蒜皮,不决定他们是否是暴政和暴君的性质。即使胡耀邦、赵紫阳的个人品质也许比较好,但他们维护的仍然是一党专政的暴政。這和我们推翻暴政並在中國建设民主自由的目标,风马牛不相及。
 
这些谬论如果是中國共产党自己宣传,忽悠大众的效果可能不那么理想。中共的五毛出面宣传時,这套谬论很快就要翻车。现在五毛的处境是臭了街了,他们说什么老百姓就反对什么,只能起反作用没有多大欺骗性。但是由一些身上自带着光环的,蹲过监狱的前民运人士来传播,效果就大大不同了,欺骗性骤然上升。特别是对一般人民群众,欺骗性很大。所以年轻一代的中共情治人员,就改变策略大量使用叛变的前异议人士,配合伪装成异议人士的特务,开展宣传和舆论导向。以此補償老一套的單純的特务加五毛的结构,是他们现在越来越猖狂的基础。
 
当然,中國共产党不仅对外部的反对派残酷镇压,对他们内部的反对派也毫不手软。也有不少人在各种酷刑和心理压力下被迫屈服了。但没有为共产党工作的人,没有配合共产党欺骗宣传的人,仍然是我们的朋友,不可与真正的叛徒混为一谈。对于那些认识到共产党的罪恶,站到民主自由一边的中共的叛徒,我们举双手欢迎。人谁无过?过而改之,善莫大焉。人们对中共的认识有早有晚,民运的的大门永远为改过反正的人敞开着。中共对内部的残酷清洗,将会迫使更多党员和干部脱离暴政,加入到民主自由的反共行列中来。对于这些幡然醒悟的人,我们都是既往不咎,一视同仁,不加歧视。
 
中共第二个策略上的重大变化,就是学会了利用西方國家包括美国法律体系的漏洞和缺陷,给民运和法轮功等异议组织制造麻烦,造谣抹黑甚至打击。再加上特務與五毛利用互聯網進行輿論戰,抹黑民運人士和民主运动,收到了过去没有的效果。目前能與中共對抗的著名或有力的組織與個人,都受到了不同程度的攻擊與毀譽。有意思的是,在上網到海外很困難的中囯,真正的異議人士常受到百般阻擾甚至斷網,卻有許多特務包括披著異議人士外衣的卻可以上網,沒日沒夜地攻擊民運及民運人士。反之,在著名異議人士的名字完全被封鎖的封閉的中國,毀譽民運及異議人士的文章及評論卻可以暢行無阻。大家的確需要想一想,問一下爲什麽。仔細看看誰得益,誰失利,也許能找到綫索。雖説有的特務還比較低調,隱藏得很好。
 
中共的這些策略,的確受到很好的實踐與效果。著名反共人士吳宏達離奇死亡后,其上千萬美元的組織被官司所拖垮,再沒起到什麽作用,連勞改博物館也永久地被關閉了。民運人士蔡崇囯,從法國到美國來開一次會,就被告性騷擾,引來一大群觀衆。反共的法輪功也被官司所糾纏。这明显带有政治目的,使用的是纠缠战术,好浪费我们的时间精力和金钱,直接影响民运的工作。多年來,一群特务五毛一直在网络上发动多年不懈的舆论战,抹黑民運人士和民主运动,带有明显的政治色彩。一些身在海外的中共特務在社交媒體發表的不合適的内容,會在北京的上班時間被刪掉。這也是一個有趣的現象,説明他們的確是個團隊。
 
类似的案件都说明了运用合法的法律程序,来抹黑纠缠反对派异议人士和组织。是一种很成功的策略。多年來,美国政府花大钱培养中共的法律人员,并没有带来中国的法治进步,反而让他们学会了如何利用美国的法律漏洞和缺陷,来达到中共对付美国和反对派的武器。中共的策略从五毛间谍,秘密警察站,已经进化到了利用美国法律和民运叛徒,以及伪装的假民运人士来达到自己目的的阶段,來進行其成功的跨國鎮壓。我们也必须学会和他们的新策略周旋,堅定民運立場,拿起法律武器,協同西方民主機構,认真应对他们的阴谋。
