Award Announcement & Dedication to Dolma Gyari, the 2025 "IFCSS Spirit of Freedom" Awardee

The IFCSS council decided to award the 2025 "IFCSS Spirit of Freedom Award" to Ms. Dolma Gyari, who is the Security Kalon (Minister) of the 14th Kashag of the Central Tibetan Administration. Ms. Dolma Gyari was born in Kalimpong, India in 1964. She is an outstanding figure in the struggle for freedom of Tibet and an important figure in the democratic transformation of the Tibetan exile community.
Dolma Gyari graduated from Punjab University and the Law School of Delhi University. From 1986 to 1991, she served as a member of the Tibetan Youth Congress and an advisor to the Tibetan Women's Association. In 1991, the 26-year-old Gyari Dolma was elected as a member of the 11th Tibetan Parliament, becoming one of the youngest members of the parliament. Since then, she has been elected as a member of the 12th to 14th parliaments and served as the deputy speaker of the 13th and 14th parliaments, becoming the first female deputy speaker in the history of the Tibetan parliament. From 2011 to 2016, she served as the Kalon (minister) of the Home Ministry of the 14th Kashag of the Central Tibetan Administration. In 2020, Gyari Dolma announced her candidacy for the 2021 Tibetan Prime Minister election. In November 2021, she served as the Kalon of the Security Department of the 16th Kashag. She has never been absent in the process of the Tibetan exiles' struggle for democracy and freedom and has become a well-known model of democracy.
Like the vast majority of the Han Chinese people, Tibetans have been deeply oppressed by the brutality of the Chinese Communist Party for decades and have suffered more persecution because of their religious beliefs. The exiled Tibetans have no home to return to and live a life far away from their homeland. In recent years, more than one hundred Tibetans resorted to self-immolation yet shouted loudly and longed for freedom in their last breath. The whole world has witnessed it, and the conscientious Chinese people also feel deeply sympathetic. Fortunately, with the guidance and humility of His Holiness the Dalai Lama, in recent years the people in the Tibetan exile area have begun a democratic transformation and opened up their own path. Although this road is not smooth and still needs to be explored and developed, it is pioneers like Ms. Dolma Gyari who set an example for Tibetans, especially women.
Today, the IFCSS awards Ms. Dolma Gyari the 2025 IFCSS Spirit of Freedom Spirit, which is not only a tribute to Ms. Dolma Gyari, but also a tribute to the more than 100,000 exiled Tibetans who set out for democracy, and with our sympathy for the six million Tibetans who are still persecuted by the Chinese Communist Party (CCP), and with our support for the Middle-way Approach of His Holiness the Dalai Lama. We hope that this award can become a window for mutual understanding between the Han and Tibetan peoples who have both suffered the persecution of the CCP. We hope this award will be a bridge for Han-Tibetan friendship after the CCP collapses. We hope this award will provide an opportunity for Han Chinese to learn democracy from Tibetans during the democratic transformation period in China. We hope that after the CCP collapses, everyone in China will be able to fully enjoy freedom, human rights, democracy and justice. We hope Tibetans and Han Chinese will be friendly for generations and create and share a better future together.

全美学自联理事会决定将2025年度"全美学自联自由精神奖"颁發給任藏人行政中央第十四届噶厦安全部噶伦（部长）的嘉日卓瑪女士。嘉日卓玛女士于1964年出生于印度噶伦堡，是藏人爭取自由的出色人物，也是流亡藏人社區民主轉型過程中身體力行的重要人物。
嘉日卓玛先后毕业于旁遮普大学、德里大学法学院。1986年至1991年间，她曾任藏青会成员、西藏妇女会顾问。1991年，26岁的嘉日卓玛当选第十一届西藏人民议会议员，成为议会最年轻的议员之一。此后，她又连续当选第十二至十四届议会议员，并出任第十三、十四届副议长，是西藏议会历史上首位女性副议长。2011年至2016年间，她出任藏人行政中央第十四届噶厦内政部噶伦（部长）。2020年，嘉日卓玛宣布参加2021年西藏司政选举。2021年11月，出任第十六届噶厦安全部噶伦。在流亡藏人爭取民主自由的過程中，她從不缺席，成了家喻戶曉的民主典範。
與廣大的中國漢族人民一樣，幾十年來，藏人也深受中國共產黨的殘酷壓迫，更因爲其宗教信仰而遭受更多的迫害。流亡的藏人有家不能歸，過著寄人籬下的生活。近些年有上百藏人自焚，臨死前依然大聲疾呼，渴望自由。全世界都有目共睹，有良心的漢人也深感同情。好在，有達賴喇嘛尊者的指引與謙讓，近些年來，流亡藏區的人民開始了民主轉型，開闢出一條自己的道路。雖説這條道路也并不平坦，依然需要摸索開拓，但正是嘉日卓玛女士這樣的先鋒，為藏人，尤其為婦女們樹立了榜樣。
今天，全美学自联向嘉日卓玛女士颁發2025年全美学自联自由精神奖，不僅僅是對嘉日卓玛女士的致敬，也是對向民主出發的十多萬流亡藏人的致敬，是對依然遭受中共迫害的六百萬藏人的同情，也是對達賴喇嘛尊者中間道路的支持。我們希望這次頒獎，能成爲共同遭受中共迫害的漢藏人民之間相互理解的一個窗口，成爲中共垮臺后漢藏友好的一座橋梁，更是中國民主轉型時漢人向藏人學習民主的一個機會。希望在中共垮臺後的中國，每一個人都能充分享受自由、人權、民主與公正！藏漢世代友好，共創共享美好未來。
