One of the Measures that May Be Taken for Economic Recovery in China
-- Wei Jingsheng
After watching a short video by Mr. Wang Zhiwen, I learned that the pension of Chinese peasants is only a little more than 100 RMB (less than US$14).
At the recent annual plenary sessions of the National People's Congress and of the National Committee of the Chinese People's Political Consultative
Conference, Premier Li Qiang announced a major news that each person's pension would be increased by 20 RMB, which is pretty shabby. This is the face
of new policy by Xi Jinping, and it is said to be a major news to solve the problem of insufficient consumption problems in China.
Chinese peasants have always been the most helpless class that has been subjected to layers of exploitation and oppression. After the establishment of
the Communist regime in China, these peasants were pushed to the bottom of society. When the officials have difficulties, they use peasants to make up
for them. The tens of millions of Chinese who starved to death during the three difficult years (at the end of 1950's and beginning of 1960's due to
the Great Leap Forward by the CCP) were all peasants. The subsequent CCP governments also imposed various heavy taxes and levies. Peasants became
the cash machines of the Chinese Communist Party (CCP), regardless of their living conditions while claiming that the Chinese peasants are the cutest with
highest endurance.
The consequence of squeezing Chinese peasants for many years is an important part of the insufficient consumption that now plagues China. Peasants
account for three-quarters of the Chinese population, while one-quarter of the population is elderly; that is, nearly 300 million are elderly. The
consumption of this fraction of the people, a very large number, is extremely suppressed. An increase in consumption by this group of people would also
be a huge number, which can greatly solve the problem of insufficient consumption.
The Chinese government spends trillions of RMB every year to support the real estate and stock markets. Why can't it give peasants enough
pensions? The big VIP's in real estate and stock markets live a life of luxury and have a lot of excess wealth. But the pensions of the old
peasants, which are only enough to buy a few kilograms of rice, are not enough to survive. Is such distribution the so-called socialism? Even
Karl Marx's theory of surplus value should not be so harsh. This so-called socialist government is actually the harshest capitalist group and can be
characterized as authoritarian capitalism.
If the pensions of hundreds of millions of rural elderly people are increased to 1,000 RMB, which is just enough to survive, the total amount will be only
several hundred billion RMB, less than one-tenth of the current relief funds. However, this fund will be used entirely to purchase consumer goods,
which is an important result for restarting the market cycle, and is more practical than the foreign capital the CCP begs for. Further, it is not the
production funds that are now in excess, but filling the consumption funds that will solve the biggest problem, which is the right medicine toward the
economic health problem.
Yet, such a large amount of so-called relief funds were used on those big VIP's in the real estate and stock markets, and most of them were spent on foreign
real estate, stock markets and banks. Although some of it may go into the investment of the already over-production cycle, it is of no benefit to solve
the problem of insufficient consumption and over-production, but adds fuel to the fire.
The CCP's current solution to the economic downturn is almost all devoted to saving the real estate market and the stock market, and to beg for foreign
investment. None of them targets real problems, so there will be no positive effect. They just can't understand that the economy is a cycle, and
it can't just circulate in foreign markets, but must take care of their own domestic market. The so-called economic scale is not how much GDP is, but
how big your domestic market is.
Foreigners use GDP to calculate the economic scale for convenience. Their production is market-planned, so the consumption scale is basically equal to
the production scale. In China's economic model of using other people's markets to earn excess profits, GDP basically does not represent its economic
scale. In other words, the Chinese model of economic development is the out of touch relation of its consumption markets with its production.
This disconnection has caused great economic imbalance, or fragility. Once foreign markets fluctuate, it will cause an economic crisis.
Moreover, China, as such a large economy, cannot rely on foreign markets to survive like small countries. The result of over-utilizing foreign markets
is to suppress production of the foreign countries themselves, which cause foreign economic problems, and bring negative response. This rebound will
inevitably lead to restrictions or even closures of foreign markets, and the so-called export-oriented economy will begin to decline and cannot be
maintained.
At this time, the importance of the domestic market can be seen. It just like a person must rely on his own blood production to survive, while relying
on external blood transfusions is like handing over the chance of survival to foreign countries. When others cut off the blood transfusion, you will be
doomed. Now the United States, Europe and other countries have gradually stopped this kind of blood transfusion to China.
Fortunately, there is still a huge market in China. Therefore, only by turning back to expand the domestic consumer market and abandoning the so-called
export-oriented economy that uses other people's markets to earn excess profits can the Chinese economy return to the normal track, rather than kneeling for
the grace of others. This is the only way, otherwise it will inevitably collapse.
