Retrieving favorites

I'm not a developer, but I'm wondering if there's some sort of
application which will allow you to search for favorites by user. For
example, if I wanted to see all of the tweets by Biz Stone that have
been favorited by others, and who marked them as favorites. Does that
make sense?
