Bitly is still used by Twitter?

Hello all,

Have twitter stopped using bitly?

I only ask because there is something that I cn do. A few weeks back,
everytime I made a tweet using the API all my URLS were converted to
bitly urls. However, when I type in a long URL now, it says long and
bitly isn't used.

If bitly takes to long to to return a shortened url Twitter posts it as is. It is possible that bitly has been slow recently.
