Why are RT included in the 'count'

For instance if I view:

http://api.twitter.com/1/statuses/user_timeline.xml?screen_name=[username]&count=3

and the last three tweets are RT, I get:

<statuses type="array">
</statuses>

Why not show me the last 3 that I can access, or allow me to refine my
search not to include RT?

I would imagine it is easier on Twitter system to pull the count then filter out retweets.
