Can Clockwork Raven be used on a standalone environment?

Hi all,

Maybe I'm asking a stupid question, sorry about that if it is the case:

Is Clockwork Raven a tool only work while relying on Mechanical Turk? Can I use it just as a standalone site and do the judgement by ourselves?
