How to use locally installed bower

Hi,

My goal is to install angular-ui-date component and its install instructions say that it is done with bower (bower install angular-ui-date --save). I am using ubuntu 15.10. As bower does not seem to be available as ubuntu package I want to install bower to a local directory and use it.

I have run: npm install bowler --save

The command has created node_modules/bowler directory. How to run bower from there to install angular-ui-date component?
