Update to pagination mechanism for /friends/ids and /followers/ids

We've introduced cursor-based pagination to the two "social graph"
methods in the Twitter API. If you've been having errors paging
through large follower lists or similar, give the new mechanism a try.
We've updated the documentation for the two methods that make use of
it:
