UCX upgraded to 1.10.0

Hi Ahmet, all,

I have upgraded UCX to 1.10.0 and applied the configs suggested by Alina from UCX team(No need of setting env vars to the docker). Please let me know if you run into any issues.

I think it's the cache. @Supun Kamburugamuve could you please clear the Travis cache. Seems I don't have permission to do that.
