CBO estimates that the partial shutdown delayed $18 billion in federal spending and suspended some federal services, thus lowering the projected level of real GDP in the first quarter of 2019 by $8 billion (in 2019 dollars), or 0.2 percent.

XJ015 (with SQLCODE 50000) is the expected (successful) SQLSTATE for complete system shutdown. 08006 (with SQLCODE 45000), on the other hand, is the expected SQLSTATE for shutdown of only an individual database.

The URL "jdbc:derby:memory:eh;shutdown=true" results in the expected 08006 error code, but doesn't actually remove the DB from memory. If later on, you try to create a new database with "jdbc:derby:memory:eh;create=true", you'll get an error saying that the database already exists.

Stopped Funding to Border Communities and Interior Cities: DHS provided over $770 million this year to support border & interior communities to cover costs associated with sheltering migrants in their cities. Recipients may be unable to draw down on a portion of the funds, and no new awards will be made under a shutdown.

The government shutdown will have the most impact on new applicants and new grant proposals. New and renewed grants are traditionally processed at the beginning of the fiscal year. For all grant proposals submitted before 1 October 2023, the review process will be delayed. Grant applicants who have not yet submitted a proposal may want to delay sending in a new proposal until the shutdown is resolved, due to the limited number of federal agency staff available for the review process. Likewise, new grant awardees who are negotiating the terms of their award as appropriations lapse on 1 October 2023 should expect a pause in negotiations if the government shutdown lingers. If the grant application deadline falls during the shutdown, grant applicants may want to consider asking the agency whether it will accept applications during a shutdown, or moving up submission of their application to before the shutdown starts. During a shutdown, OMB may not allow federal agencies to process payments, inspect, administer, or engage in any other grant management activities for existing grants. State and local governments depend upon federal aid to fund projects and provide services that benefit communities and individuals. The operation of federally funded and state-administered programs will differ based on the amount of advanced payments, the amount in reimbursement payments, and the flexibility of program funding. Smaller grant recipients, such as those in rural communities, will likely struggle more because of smaller budgets and limited resources. The longer the shutdown persists, the greater the impact becomes. The state contingency funds will decrease, grants will expire, and state and local governments will grow increasingly unable to advance the money to run joint federal-state programs.

The Delaware system, which includes Cannonsville, Pepacton, Neversink, and Rondout reservoirs in Sullivan, Ulster, and Delaware counties, will be shut down in October 2024 prior to the final bypass connection. Rondout Reservoir serves as the central collecting reservoir for the three other Delaware system reservoirs, but during the shutdown, it will only receive water from its 95-square-mile watershed. In preparation for the shutdown, we installed three siphons as an extra method to remove water from Rondout Reservoir, which will help manage surface water levels and reduce the likelihood that water will pass through its spillway.

Prior to the shutdown period, all four Delaware system reservoirs will be drawn from more than usual. Depending on the amount of precipitation, each reservoir is expected to be drawn down from capacity by 30 percent or more, creating a substantial void that will help to reduce storm impacts in the region. During the shutdown period, Delaware system reservoirs will refill and continue downstream releases into the Delaware River.

The shutdown should not impact public land recreational use, but boating and fishing activities throughout the Croton system reservoirs in Westchester and Putnam counties are expected to change. Ice fishing will be restricted on several reservoirs during winter 2023/24 and some reduced downstream releases of water to various rivers and streams could inhibit stream fishing in several areas. According to this Congressional Budget Office Report on the effects of the partial shutdown from December 2018 ending in January 2019, the five-week partial shutdown delayed approximately $18 billion in federal discretionary spending for compensation and purchasing of goods and services and gross domestic product in the fourth quarter of 2018 was reduced by $3 billion. Underlying those effects on the general economy were the more significant effects on individual businesses and workers. Among those most negatively impacted were federal workers facing delayed compensation, which is particularly important to communities with a large federal workforce base (such as military communities or those with large amounts of federal contractors) and other private sector entities that lost business impacting the local economy.

In the event of a shutdown, federal agencies must discontinue all non-essential discretionary functions until funding legislation has been signed into law. While essential services and mandatory spending programs continue to function, these shutdowns can bear a burden upon local governments of all sizes. For city leaders, their residents may experience an interruption or reduction of benefits in essential programs such as the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) or the Head Start program.

While a short shutdown of a week or less will likely have less impact on cities, the effects of a longer shutdown would multiply quickly, including inaccessible federal funding, project delays and potential layoffs not to mention the impacts of diminished or interrupted federal program benefits to residents. As federal funding for services dries up, residents usually expect local governments to step in with supplemental funding. Eventually it will fall on cities and states to bear the cost of the shutdown on the broader economy, which will result in less tax revenue for all levels of government.
