Why https://recovery.twindb.com/ is ofline? is ther another tool to make sql file from frm and ibd?

To fetch a schema from an frm file you can use mysqlfrm (https://docs.oracle.com/cd/E17952_01/mysql-utilities-1.4-en/mysqlfrm.html). (there was another tool written in python, but I forgot its name - dbtools?)

To extract data from an ibd file you can still use good old https://github.com/twindb/undrop-for-innodb
