Receiving SMS no matter where you are

Hello Everyone!

I'm planning to develop a Facebook App. And I'm hoping to integrate a
SMS notification service for it. At the occurrence of some event, the
user gets notified by a SMS. Now since Facebook is used world-wide,
the users from all over the world should be able to use that app too,
right? My question is, does Twilio support SMS service for every
country? Could a user in any country get the notification SMSes from
my App if I use Twilio?
