100 Percent Update

Hey,

An update and call for help from anyone who has time early this week
regarding the voting app.

The app is running on a staging server here. Feel free to test. I've
reset the data this morning.

We need help from anyone with rails or twilio experience. Things left
to finish are:

* Test the different paths and determine what breaks the system/stops a user
* Update the phone interface so when someone calls the number we
introduce what this is and have them leave message which we record and
associate with this phone #
* Update the endpoint messages to provide all the necessary info to vote.
* Figure out the best way to convey system wide messages such as
reset, help, back, etc
* Setup paypal so we can be ready to collect donations. I think each
new voter will be ~25 text messages, so 50 cents per voter.
* Acquire or create dataset of county and municipal clerks and
associate voter with county. Determine which clerk voter should
contact. (Waiting on GAB for data)
* Screen scrape more of the vpa site for voter county, assembly
district and senate district

I'm working on the app from about 3-8 today, tomorrow, and probably Wednesday.
