AXMA Story Maker is a freeware tool, which enables authors to create and distribute works in the genres of hypertext fiction, interactive fiction, and text-based adventure.

Story Maker comprises an intuitive visual editor and a compiler module, which renders the story into a compact HTML file, which can be opened in any modern web browser. Works created with AXMA Story Maker can also be submitted to the Interactive Story Online Library.

This looks like a great tool! One thing to consider is the license:

You may not, however, in any way modify HTML story files generated by ASM. 

That is a deal breaker for me. There is also no mention of "style" or "script" passages. To modify/add additional behaviour or change the look of your stories.
This may change in future versions.

We plan to make a pro version that will these features. But it will be released after the contest - 15 November.

I tried it out on my mac, and it seemed pretty similar to Twine.  I think it was a great idea to start over with another framework and cut out the TiddlyWiki overhead.  The embedded graphics were a nice touch, too.

Forbidding people from editing their HTML output seems pretty futile, though, and I don't know how far you'll get with charging people for features that are already free and unrestricted in Twine.
