Tried SFC and DSIM and they returned no errors. Thing is, even after I unistalled em client and deleted the database again, some settings still remained. For the new user, after I reinstalled EM Client, the wizard that adds a new emai address didnt appear.

GlobalProtect by default installs itself to run at startup, as most VPN clients do. This ARTICLE goes in-depth with how you would disable this if it isn't a required action in your enviroment. There are ways to script this with Group Policy that I would suggest looking into unless this is a really small installation.
This isn't a bug, it's a design decision with how SSO functions within GlobalProtect. Once you restart the GP client gets set to default mode, which means that on-demand isn't setup and it defaults to SSO. The client them does a discovery on the portal to determine if it's setup with on-demand or SSO. Since you are in on-demand mode, the notification that pops up should simply be the "connect" option.
Having GP reset itself to default mode means that the "on-demand" setting is being ignored. That's a bug, in my opinion but if PA have a reason for this weird behaviour they should at least add an option to workaround this behaviour for those that actually want an on-demand VPN client, or simply remove the on-demand option altogether because it's not usuable as one.

I was recently asking for the telnet client to be turned on on my Windows install. The devops guy told me it was restricted because it passed people's usernames and passwords through clear text. I assume he is referring to using it to connect to an unsecured telnet server but I won't be using it for that and instead use it just for some quick TCP checks.
There are no direct security issues with just having the client installed. The problem here is the combination of the client and the user using it to access servers with unencrypted connections. It's easier to make technical limitations than alter human behaviour.
Is removing the client software the only way to mitigate this problem? Certainly not, and for example blocking unencrypted protocols on a firewall might work even better and also against running own executables or using own devices to circumvent this limitation. But still, it's a reasoned company policy, probably based on experience.

clickhouse client is a client application that is used to connect to ClickHouse from the command line. clickhouse local is a client application that is used to query files on disk and across the network. Many of the guides in the ClickHouse documentation will have you examine the schema of a file (CSV, TSV, Parquet, etc.) with clickhouse local, query the file, and even manipulate the data from the file in order to prepare it for insertion into ClickHouse. We will often have you query a file with clickhouse local and pipe the output to clickhouse client to stream the data into ClickHouse. There are example datasets that use both clickhouse client and clickhouse local in the Next Steps section at the end of this document.
If you have already installed ClickHouse server locally you may have clickhouse client and clickhouse local installed. Check by running clickhouse client and clickhouse local at the commandline. Otherwise, follow the instructions for your operating system.
