c/c++補零的問題~

c時:
如果 輸出時 printf("04%d",a) //就會輸出四位數,不足補零
那 scanf 時輸入四數存入 array[4]時如何不足前面補零
還有c++時:
用 cout及 cin時
如何同上面限定位數不足補零呢
