It's -always- Brian Stack. He has the range of a McKinnon, but Colbert just loves to use him.

Could it be that as a writer he's in charge of the cold open and they don't have the money or time to use other actors, especially right now?

Stack has always been in charge of the cold open. That he's doing them alone is a result of the current situation.

As I'm sure Dave will tell you, there's definitely no "especially right now" about it -- Brian Stack has been a near-constant presence in the cold open and other "Late Show with Stephen Colbert" comedy bits since it premiered.

He certainly appeared in his share of sketches back when he was a writer on Conan O'Brien's shows, but those have always seemed to have more of a rotation of show writers and other actors doing the on-camera performances.

As painful as it was to watch that, I will give them credit for the long game of getting real artists to cover the song.

Conan just has more staff writer/performers than the other shows.

Colbert's Late Show never has had that many regular performers.  If writer/producers are on screen, it's usually as themselves for whatever bit is being done. 

The duo who play Jim Anchorton (John Thibodeaux) and Jill Newslady (Jen Spyra) are maybe the only exceptions.  However, Thibodeaux welcomed his first child shortly before the pandemic and Spyra left the show last fall.  Thibodeaux has also paired with Stack for various sports-themed sketches.
