I think there is people working on this, but i have three approaches about a cmd version, and i want to comment you these:
Graphical CLI version: working with something like finch, that is kind a version of pidgin, with windows and everything, but in console. I supose that working with ncurses we can get something like this.
CLI dedicated version: a static version, that show a column or a tweet with a command or a hotkeys, but keep you "inside the app".
CLI non-dedicated version: a version that let you launch a command to read or tweet, and the return to bash (or the shell used by the user).
Just commentong some thoughts.
