Preferences in turpial not load.

I upgraded to version 1.5.9 libturpial and since I started but I did not load the preferences window.

Yes, there was a regression with libturpial 1.5.9 that was fixed in libturpial 1.6.0 [1]. Please, check it out and if you installed form sources (or AUR) try to upgrade your libturpial version, otherwise be patience and wait until the update reach oficial repos.
