Peace under normal circumstances have no losers, but if it is utilized wisely will benefit all involved and beyond. Now that the crucial step has been taken, both Azerbaijan and Armenia and all the relevant partners should use this momentum and lay the needed foundations for a lasting peace, cooperation and prosperity in the Caucasus and our region. Sitting on the signed memorandum(s) and accords or becoming complacent, can undermine and squander the created good conditions and opportunities for constructive actions. This in turn, can encourage the opponents and the ill-wishers to move in again and infest the region again for many more decades.

Now is the time to act with due speed and determination.

From Shusha to Washington: How Azerbaijan achieved a diplomatic breakthrough

From Shusha to Washington: How Azerbaijan achieved a diplomatic breakthrough
Photo: AZERTAJ

August 2025 will go down in Azerbaijan’s history as the month when a new chapter was opened in relations with the United States and a long-awaited breakthrough was achieved in resolving the decades-long conflict with Armenia.

President Ilham Aliyev’s visit to Washington at the invitation of U.S. President Donald Trump was not merely a protocol event but one whose significance extends far beyond the bilateral agenda. It brought together several major political milestones — strengthening a strategic partnership with one of the world’s key players, advancing the peace process in the South Caucasus, and consolidating new geopolitical realities in the region.

The roots of this rapprochement can be traced back to the U.S. presidential campaign in 2024. At the Global Media Forum in Shusha, held three months before the American elections, Ilham Aliyev, responding to a question about the political situation in the United States, offered a diplomatically measured yet substantive assessment of candidate Donald Trump. He highlighted Trump’s adherence to traditional values and the unique feature of his previous presidency — the absence of wars initiated under his leadership. This statement can be seen as a subtle signal of Baku’s readiness for active engagement with a future administration should American voters choose it.

source: Azertaj

Following Trump’s victory in the 2024 election, the two leaders engaged in regular exchanges — phone calls, correspondence, and coordination of a roadmap covering key areas of cooperation. The Washington visit became the culmination of this period, marked by the signing of a Memorandum of Understanding between the governments of Azerbaijan and the United States to establish a Strategic Working Group for the development of the Strategic Partnership Charter.

The Working Group’s mandate is comprehensive. The sides agreed on three main areas of cooperation: strengthening regional connectivity, including energy, transport, and transit; promoting economic investment, particularly in digital infrastructure and artificial intelligence; and expanding security cooperation, encompassing defense supplies and joint counterterrorism efforts. For Azerbaijan, this means not only an inflow of technology and capital but also deeper integration into global supply chains and innovation networks.

Of particular symbolic importance was President Trump’s decision to suspend the application of Section 907 of the “Freedom Support Act,” imposed by the U.S. Congress in 1992 under the pretext of an alleged “blockade” of Armenia. For decades, this provision served as a tool of political pressure on Baku. Its temporary waiver under the George W. Bush administration was reversed by President Biden and Secretary of State Antony Blinken, who reactivated it as a means of leverage. The August 2025 suspension sent a clear political signal that the new U.S. administration is committed to a genuine reset in bilateral relations.

An equally significant part of the visit was the Azerbaijan–Armenia peace agenda. In the presence of Donald Trump in Washington, a Joint Declaration was signed by Ilham Aliyev and Nikol Pashinyan. Azerbaijan secured two key provisions: a joint appeal to the OSCE to dissolve the Minsk Group, which had lost its relevance after the Second Karabakh War, and constitutional amendments in Armenia to remove provisions containing territorial claims against Azerbaijan. This marked a substantial political shift, considering that Yerevan had until recently insisted that constitutional changes were an “internal matter.”

source: Azertaj

The declaration also enshrined the principle of unimpeded overland connectivity between mainland Azerbaijan and the Nakhchivan Autonomous Republic. In effect, the long-discussed Zangezur Corridor project received formal international recognition, with the United States and Armenia signing a separate agreement under which Donald Trump would act as guarantor of its operation. This greatly enhances the importance of a transport route capable of reshaping the region’s logistics map by linking the Caspian coast with Türkiye and, beyond it, European markets.

During the visit, the parties also initialed the agreed content of a peace treaty. The formal signing is expected after a constitutional referendum in Armenia in 2026. This step is comparable in significance to the 1978 Camp David Accords, when President Jimmy Carter’s mediation brought peace between Egypt and Israel.

The agreements reached were the result of Baku’s consistent strategy following its victory in the 2020 Patriotic War, when Azerbaijan restored control over its territories and forced Armenia to sign an act of capitulation. In subsequent years, localized military operations — including “Operation Retribution” to eliminate illegal armed formations — were carried out, and a border checkpoint was established in the Lachin Corridor. The culmination of the military phase was the 24-hour counterterrorism operation in September 2023, which restored Azerbaijan’s full sovereignty.

In parallel, a peace agenda was being shaped. In early 2022, Azerbaijan presented Armenia with “five basic principles” for a future treaty: mutual recognition of sovereignty, renunciation of territorial claims, non-use of force, border delimitation, and the opening of communications. Despite prolonged resistance, the 2023 counterterrorism operation shifted the negotiation dynamics, paving the way for the March 2025 preliminary peace arrangements.

The unsuccessful attempts by the Biden–Blinken administration, French President Emmanuel Macron, the European Parliament, various international human rights organizations, and the Armenian lobby in the United States to pressure Baku demonstrated that Azerbaijan firmly defends its positions, relying on its military, diplomatic, and economic achievements.

The Washington visit symbolically confirmed the new regional status quo, now internationally recognized. The signed documents and agreements not only codify current political realities but also create a solid foundation for long-term peace and cooperation. For Azerbaijan, this marks the transition from post-conflict recovery to a phase of active development and integration into global economic and technological processes.

Thus, August 2025 can be seen as a moment of strategic transformation: a country that achieved military victory has successfully converted it into a sustainable political peace while simultaneously strengthening its influence in the international system and securing new prospects for economic growth and regional stability.

August breakthrough: Azerbaijan and U.S. chart course for strategic partnership

August breakthrough: Azerbaijan and U.S. chart course for strategic partnership

August 2025 marked an important milestone in Azerbaijan–U.S. relations. During negotiations in Washington, the leaders of both countries reaffirmed their intention to elevate bilateral ties to the level of a strategic partnership.

For Azerbaijan, this opens additional opportunities in political, economic, and technological spheres, including energy, transportation, trade, artificial intelligence, and defense cooperation. One of the practical steps in this direction was the signing of a memorandum between SOCAR and ExxonMobil, demonstrating both sides’ readiness for joint initiatives in the fields of energy and logistics.

The talks took place against the backdrop of a challenging period in Baku–Washington relations. Following the counterterrorism operation in Karabakh, official visits by Azerbaijani delegations to the United States were suspended, and American political circles even discussed the possibility of restrictive measures. However, the two sides ultimately reached a constructive dialogue — a significant signal for international observers. This experience illustrates that even after periods of cooling, diplomatic channels can be restored if mutual interest is maintained — a scenario similar to that once realized between the U.S. and Vietnam, where economic complementarity laid the groundwork for removing political barriers.

A symbolic element of the August agreements was the joint appeal by Azerbaijan and Armenia to dissolve the OSCE Minsk Group. In practice, this format had long ceased to function, but its formal closure carries important symbolic and legal weight, eliminating the possibility of its future use as a tool of political pressure. This approach can be compared to the dismantling of mechanisms created to manage the Balkan conflicts of the 1990s, which became obsolete over time and were wound down once the parties transitioned to new forms of engagement.

The initialing of a peace treaty between Azerbaijan and Armenia is another step influencing how the South Caucasus is perceived abroad. Concluding such a document reduces the likelihood of renewed conflict and removes a pretext for outside observers to speculate about territorial disputes. A parallel can be drawn here with the Korean Peninsula, where the absence of a formal peace treaty for decades left room for political leverage over the parties. In the case of the South Caucasus, developments are following a different trajectory, with the sides moving toward the formalization of new realities.

The issue of the Zangezur Corridor holds a special place in the regional agenda. This transport route, linking mainland Azerbaijan with the Nakhchivan Autonomous Republic through Armenia, has been under discussion for several years and has the potential to become part of a broader network of transit corridors connecting the Caspian region with Türkiye and Europe. Comparable infrastructure projects, such as the “Middle Corridor,” have shown that transport arteries, under conditions of stability, can act as catalysts for economic integration and political dialogue.

Of particular note is that the Zangezur Corridor will be under U.S. oversight. This reflects the involvement of external players in developing the South Caucasus’ transport network. Globally, it is rare for major powers to participate directly in the management of transit hubs, but there are comparable examples — such as the control exercised by international consortia over the Suez Canal in the mid-20th century or the Panama Canal during its modernization. In all these cases, the political and economic significance of the asset made it the subject of international arrangements.

The developments surrounding the August agreements show that Azerbaijan has succeeded in combining the results of its military campaign with diplomatic steps that secured the new terms at the international level. This sets it apart from cases where states win a war but fail to consolidate its outcomes in the political and legal arena.

It is also significant that, since 2020, there have been attempts to reduce Azerbaijan’s participation in a number of international formats. However, August 2025 demonstrated that the country has not only preserved its foreign policy channels but has also attracted leading global players to its projects. For the South Caucasus, this signals a shift from the post-conflict period to the stage of building sustainable transport and economic links with the participation of external partners.

In this way, President Ilham Aliyev’s August theses reflect a broader process — the transformation of Azerbaijan from a party in a protracted conflict into an active actor shaping the regional architecture. The Washington talks were not the end of the process but the starting point for further steps that could, over time, reshape the configuration of ties among the countries of the South Caucasus, the Middle East, and Europe.

From drones to trade: What’s next for Türkiye–Kazakhstan relations? – INTERVIEW

From drones to trade: What’s next for Türkiye–Kazakhstan relations? – INTERVIEW
Source: Kazinform

As ties among the Turkic states continue to deepen, particular attention is being paid to the evolving partnership between Türkiye and Kazakhstan. The recent visit of President Kassym-Jomart Tokayev to Ankara, along with the signing of a Joint Declaration and the decisions of the High-Level Strategic Cooperation Council, signaled a clear intention to strengthen bilateral cooperation.

Engin Özer: “Rusiya və Türkiyə Zəngəzur dəhlizində maraqlıdırlar”

In an interview with News.Az, Turkish expert Engin Ozer shared his insights on the political, economic, and logistical prospects of this partnership, as well as Türkiye’s role in the development of the Trans-Caspian route and the opening of the Zangezur corridor.

– President Tokayev recently paid an official visit to Türkiye. Does the signing of the Joint Declaration and the decisions of the High-Level Strategic Cooperation Council mark a new phase in political, economic, and defense cooperation between Ankara and Astana?

Tokayev arrived in Turkey on official visit

Source: kaztag.kz

– The visit primarily focused on trade and several infrastructure and investment-related projects. At this point, it would be premature to say that this could evolve into full-fledged defense cooperation between the two countries. Such cooperation is likely to remain limited—for example, Kazakhstan has already begun acquiring Turkish drones, but there is no indication yet of expansion into a broader defense partnership.

As for the broader picture, the emerging Turkic alliance increasingly resembles a version of the Eurasian Economic Union (EAEU), which has lost much of its former appeal in Russia. Türkiye is seeking to fill this vacuum by enhancing trade and economic interaction. However, this is not about undermining any particular actor—rather, it is about Türkiye expanding its regional influence through soft power.

– The two sides actively discussed expanding trade and increasing exports of Kazakh goods to Türkiye. In your view, what concrete steps could help achieve President Erdoğan’s stated goal of boosting bilateral trade to $15 billion?

Source: Anadolu

– This primarily concerns grain exports, an area where Kazakhstan has significant production capacity. Many countries are interested in importing Kazakh grain, as food security has become a national priority worldwide. There is currently heavy reliance on Ukraine and Russia in this field. However, due to the ongoing war and instability in Russian ports—especially those in the Black Sea—such supply chains now carry considerable risks.

Russian ports are no longer considered safe, and international insurance firms often refuse to cover ships that dock in them. This includes Turkish vessels, which face the added risk of sanctions. Against this backdrop, Kazakhstan is increasingly seen as a promising alternative supplier.

Türkiye is also keen to increase imports of Kazakh oil, which requires reliable logistical infrastructure. The same applies to grain transportation. Kazakhstan is eager to export its agricultural products, and dependable routes through third countries are essential. In this context, Türkiye can serve as a key transit hub.

As for the $15 billion trade volume goal—it appears somewhat unrealistic in the short term. But over the next 10 years, it is a fully achievable target, provided that both countries continue expanding cooperation and addressing existing infrastructure challenges.

– One of the priorities mentioned is the implementation of projects in the transport and logistics sector, particularly the development of the Trans-Caspian route. How ready is Türkiye to participate in the construction of new ports, railways, and logistics hubs in Kazakhstan?

Cargo carriage via Trans-Caspian Route grows by 86%

Source: APA

– This question is directly tied to the unblocking of regional transport corridors in the South Caucasus—specifically, the Zangezur corridor. If the project is implemented, and it seems we are already nearing the final phase, it will open up significant new logistical opportunities in the region. Although U.S. companies are unlikely to be involved in this process, a degree of compromise between the governments of Armenia and Azerbaijan appears to have been reached. Once the route is finalized and technically operational, we can expect a substantial increase in trade flow through this corridor.

Regarding Turkish investments in the Caspian region, such initiatives currently appear unlikely. The issue is not a lack of financial resources—Türkiye does have funds. However, in the current economic climate, most Turkish companies prefer to place their assets in interest-bearing financial institutions. About 50% of Turkish banks are facing liquidity challenges, making long-term infrastructure investments—especially around the Caspian Sea—less attractive.

Projects of this scale require government support, but under Türkiye’s current macroeconomic conditions, this also presents difficulties. In my view, real momentum for such initiatives may only come after 2027, once Türkiye’s economic situation stabilizes and conditions improve for long-term investment.

Kazakhstan and Türkiye sign cooperation agreements

Kazakhstan and Türkiye sign cooperation agreements

During the ongoing official visit of Kazakhstani President Kassym-Jomart Tokayev to Türkiye, several commercial agreements on joint investment projects have been signed.

"The total investment volume for the signed projects exceeds $490 million. These initiatives cover agricultural processing, pharmaceutical production, and logistics, which emphasizes the diversity and depth of the Kazakh-Turkish investment partnership," News.Az reports citing Kazakh Invest.

In particular, an Investment Agreement was signed for the construction of an integrated agro-industrial complex for deep processing of grains and legumes. The project involves the construction of a modern plant for processing wheat and peas with volumes of 250,000 and 80,000 tons respectively. The investment amount will be $320 million.

A Memorandum of Understanding was signed for the construction of three logistics centers in the Kazakh cities of Shymkent, Astana, and Almaty. The estimated investment volume is $75 million US dollars.

An Agreement was also signed to create a joint venture between Kazpost JSC and the Turkish S Sistem Yatirim Lojistik company. The project involves the construction of a multifunctional logistics center in the city of Aktobe on the airport territory. The investment volume is estimated at $25 million.

An Agreement was signed for the implementation of an investment project by Orzax Group for the construction of a plant for the production of dietary supplements in the Turkestan region. The project involves the construction of an enterprise with a capacity of more than 464 million product units per year, with an expected investment volume of $70 million.

On Friday, Türkiye reaffirmed its support for Syria's territorial integrity, unity, and sovereignty, expressing its willingness to contribute to restoring peace in the war-torn country.

The Turkish foreign minister held a phone call with his Syrian counterpart on Friday, discussing the situation in southern Syria, according to Turkish diplomatic sources, News.Az reports citing Anadolu agency.

During the call with Asaad al-Shaibani, Hakan Fidan said Türkiye is closely monitoring the developments, reaffirming Ankara’s support for Syria’s territorial integrity, unity, and sovereignty.

Underlining that Israel’s intervention in the events is unacceptable, Fidan said Israeli Prime Minister Benjamin Netanyahu’s government must end actions that threaten regional stability and the future of the Syrian people.

Clashes are still ongoing in the western and northern parts of the province between Bedouin tribal forces and local armed Druze groups.

The fighting began on Sunday as limited skirmishes between both sides, prompting Syrian regime forces to intervene. Dozens of soldiers were later killed in retaliatory attacks by armed Druze factions.

After the escalation between regime forces and Druze groups, a ceasefire was brokered but quickly collapsed.

Israel, under the pretext of protecting Druze communities, intensified its attacks across Syria, launching airstrikes on four provinces, including strikes on the General Staff headquarters and presidential palace in Damascus on Wednesday.

On Thursday night, the Syrian presidency announced a new agreement mediated by Arab and American parties. Under the deal, regime troops began withdrawing from Suwayda to de-escalate tensions.

A proposal for de-escalation of the hostilities and denuclearization process to be moved to and hosted by Azerbaijan at Baku...
A proposal for de-escalation of the hostilities and denuclearization process to be moved to and hosted by Azerbaijan at Baku, with president Masud Pezeshkiyan's team and mediation and guaranties to be offered by the Turkic States Org., USA-UK / EU & the Interested neighboring states of the region. In order to create a new horizons for a real, durable, sustainable and comprehensive  peace, stability and economic cooperation in our region.
The bloodsheds, instabilities and the wars in the region have been on and off and on again since the early 1900,s . The resulted miseries have touched every one in the region and any outsiders who may have some sort of stock or interest in our regions. The time has come that a new, creative and collective approach, by the states and the peoples of the region and those outsiders with an interest and stake in the region, to put an end to all these destructive approaches and start a new order that would benefit all the participants and the world.
One feasible approach would be; Azerbaijan & the Turkic States in coordination with USA-UK / EU and the interested states of the region itself, in tandem with UN to offer this process to be moved to Baku, Azerbaijan. The process to start in Azerbaijan with the direct participation of Israeli negotiations team and representing the real peace and denuclearization party from president Masud Pezeshkiyan's team. With a firm promises of peace, security, and eventual economic and communication guaranties offered by the Turkic States Org., USA-UK  and the constructive member states of the EU, e.g. Germany etc. & the Interested neighboring states of the region.
Azerbaijan, Turkiye  etc. can also play a constructive role to apply the creativities and experiences acquired from the ongoing process, to linkup and further foster the Istanbul Peace Making Process, as well as the Israeli - Palestine Peace Process with the similar frameworks.
Now it is time both for President Pezeshkiyan and Prime Mister Netanyahu to use the situation and have the courage to move beyond the hostilities and the elements that feed it behind and  to send their negotiations team, made-up of their own constructive and trusted elements to start this peace and denuclearization and eventual economic cooperation process in Baku, Azerbaijan.

Trump and Aliyev chart new era of peace in the South Caucasus

Trump and Aliyev chart new era of peace in the South Caucasus
Source: AP

Editor's note: Peter Marko Tase is a Honorary Professor of U. S. Foreign Policy and History Azerbaijan University of Languages, Republic of Azerbaijan. The article expresses the personal opinion of the author and may not coincide with the view of News.Az.

The trilateral summit held today at the White House under the auspices of U.S. President Donald J. Trump will be remembered as a landmark event in the evolution of the Trump 47 Doctrine and a defining day in the history of Azerbaijan’s foreign policy. With the signing of a trilateral agreement between Azerbaijan, the United States, and Armenia, Azerbaijan’s diplomatic achievements have reached unprecedented heights.

President Ilham Aliyev represented Azerbaijan with exceptional statesmanship, demonstrating unwavering commitment to peace in the South Caucasus. In his remarks, President Aliyev openly endorsed the idea of nominating President Trump for the Nobel Peace Prize—drawing a clear contrast with previous U.S. leaders who received the award without making tangible contributions to global peace. He also indirectly recalled that one such laureate is now under investigation for allegedly directing elements of the U.S. intelligence community to propagate false narratives against President Trump, including those advanced by former CIA Director John O. Brennan.

Today’s summit will be remembered as one of the most significant milestones in President Aliyev’s political career. By securing a framework for peace and economic cooperation, the Azerbaijani leader has laid the foundations for a prosperous future for his nation and a stable, thriving South Caucasus. His speech—delivered in flawless English with masterful oratory—left a strong and lasting impression on the American audience, enhancing the image of the Azerbaijani people abroad.

One of the summit’s highlights was President Trump’s warm reception of President Aliyev’s vision for the Zangezur Corridor. The proposal to frame the corridor’s economic and logistical development as the “Trump Route for International Peace and Prosperity” resonated strongly. This strategic initiative, closely monitored by America’s geopolitical competitors, promises to transform regional connectivity, linking Azerbaijan, Armenia, Turkey, and Georgia. U.S. investments in Nakhchivan and the modernization of the Zangezur Corridor are expected to boost employment, stimulate the real estate market across the Caspian basin, and reinforce the region’s geostrategic importance.

The decisions reached in Washington signal a major geopolitical realignment favorable to Baku. The peace treaty signed between the Armenian Prime Minister and the President of Azerbaijan, under President Trump’s mediation, represents a critical step toward delineating the international border in accordance with international law. This achievement builds upon the decisive victory of the Azerbaijani Armed Forces in the Second Karabakh War (September–November 2020) and marks the dismantling of the ineffective OSCE Minsk Group—an overdue and pragmatic move by all three participating nations.

This historic day also fulfills the long-cherished vision of National Leader Heydar Aliyev, who dedicated his career to achieving peace in Nagorno-Karabakh and the broader South Caucasus. After 37 years of conflict, marked by thousands of casualties and immense human suffering, his vision was realized today at the White House—made possible through the leadership of President Ilham Aliyev and the diplomatic engagement of President Donald J. Trump.

August 8, 2025, will be remembered as a day of global significance—cementing Azerbaijan–U.S. strategic partnership and opening a new era of peace, security, and prosperity for the entire region.

In politics, as in everyday life, it is very important to have reliable friends. Throughout history, various states have formed blocs, alliances, and coalitions. Some of these unions did not withstand the test of time, while others continue to exist to this day. Many still remember the Warsaw Pact, but few today could explain what the Baghdad Pact, CENTO, or SEATO were. Nevertheless, alliances have always been created, and if they were based on economic interests, they have tended to function successfully — for example, NATO and the EEC.

Recently, a new, fairly strong, and in many ways promising player has appeared on the international stage — one that has managed to become a leading factor in the South Caucasus. Today, the Republic of Azerbaijan is asserting itself as an active regional power in the Middle East as well. On August 2, 2025, Baku began supplying natural gas to Syria through the Turkish city of Kilis. It is expected that Azerbaijani “blue fuel” will meet the electricity needs of 1.6 million households in the Syrian Arab Republic.

This event was the result of a meeting between the President of the Republic of Azerbaijan, Ilham Aliyev, and the transitional President of the Syrian Arab Republic, Ahmed Al-Sharaa. On April 11, the Minister of Economy of Azerbaijan and Chairman of SOCAR’s Supervisory Board, Mikayil Jabbarov, speaking about Azerbaijan’s strategic energy projects, noted that all of them play a decisive role in ensuring regional and global energy security. In the future, the Kilis–Aleppo pipeline branch is planned to be extended to Homs Province. Azerbaijan’s active role in the region, in addition to its economic benefits, may help establish lasting peace there.

Recently, Baku has undertaken a mission to reduce tensions between Damascus and Jerusalem. The Syrian government recently confirmed indirect contacts with Israel aimed at returning to the 1974 agreement on the disengagement of Syrian and Israeli forces. At the end of June, Israeli Foreign Minister Gideon Sa’ar stated that Israel is interested in concluding a peace agreement and normalizing relations with Syria. Against this backdrop, the capital of Azerbaijan hosted a meeting between Syrian Foreign Minister Asad Hassan al-Shibani and Israeli Strategic Planning Minister Ron Dermer. According to sources, the parties discussed stabilizing the situation on Israel’s northern border.

The meeting marked the first direct contact between Israel’s security establishment and the new Syrian leadership. Prior to this, talks in Baku had been conducted between Israeli and Turkish officials representing the interests of the new Syrian authorities.

The Baku negotiations took place amid recent statements by U.S. President Donald Trump about plans to ease sanctions on Syria — a move seen as a potential step toward Damascus joining the “Abraham Accords.” It is also expected that Azerbaijan will join these accords. According to the Atlantic Council, in addition to Azerbaijan, Israel would like Kazakhstan to join as well. The reality of such developments is supported by the fact that the main round of talks between Jerusalem and Damascus took place in Baku on July 31. In Israel, it is believed that this event gives the process “the necessary political backbone” and increases the chances of achieving a real breakthrough toward lasting peace in the region.

It should be noted that prior to this meeting, Baku had already hosted contacts between a representative of the Syrian government and Israeli military and intelligence officials. Israel was represented by the head of the IDF General Staff Operations Directorate, Major General Oded Basiuk, and members of the National Security Council; the Syrian side was represented by senior figures from the transitional government. President Ilham Aliyev of Azerbaijan has played a significant personal role in these contacts, providing strong diplomatic support for the negotiations. Given its economic projects and political ties with both Syria and Israel, Baku is becoming an increasingly important political and economic bridge between the two countries. Jerusalem does not rule out that the “Azerbaijani vector” could help lay the foundation for future normalization with Damascus.

Analysts believe that if the Baku talks result in the successful signing of a framework security agreement, it would become the first formal document between Israel and Syria since 1974. Thus, the “Baku format” could set a precedent for a new kind of regional diplomacy, where the key role is played not by superpowers but by local mediators with a practical interest in stability. If this process continues, the Middle East may witness former enemies — with the support of strategic allies — reaching mutual understanding.

Against this backdrop, the statement of Iranian President M. Pezeshkian sounded quite encouraging. He said: “We have kinship ties with Azerbaijan. How is it possible that I do not go there and reach an agreement, and Israel comes and does it?! What is our problem that we could not establish friendly and healthy relations with our brothers and sisters, but Israel came and gained influence there? We are to blame — they are not to blame.” Thus, he made it clear that responsibility for the unsatisfactory state of relations with Azerbaijan lies on the Iranian side, which for years has fueled tension in the region by supporting expansionist and extremist forces.

Of particular note is his mention of Azerbaijan–Israel relations. Judging by the rhetoric of the President of the Islamic Republic of Iran, his statement reflects a new outlook among certain circles seeking to bring the country out of isolation. It is known that as a result of the 12-day war, the IRI suffered a serious defeat, leading to some disarray within the ruling elite. The country is now frantically looking for a way out of the current situation, which is aggravated by severe drought, electricity shortages, growing public dissatisfaction, and instability in various regions. More and more Iranians are demanding change and an end to confrontation with neighboring countries.

It seems that in the near future, the Middle East may become completely different — and thanks to the active cooperation of the countries within it, it may turn into an oasis of peace and prosperity.
