I am looking into creating a game and am looking to outsource the game development on Turbulenz to an individual or company.

Does anybody know of a company or individual freelancers who do this?

There are some talented developers out there for sure. The more information you could provide about the goal/scale of the project, hopefully you will be able to find someone happy to take it on.
