Version 2.4.0.0 Loading package error in Delphi 5

I have installed the systools version 2.4 components in Delphi 5, but when I
open delphi, an error message appears saying that the package cannot be
loaded, and that one of the library files needed to run te application
cannot be found.
I then have to reinstall or recompile the systools and systools DB
components to be able to use them.
