In theory, what you do is:

ensure disconnected connectionmanager (enabled := false)
make sure the dial-up is connected
set the TryNIC property to dial-up
set protocol to tcp/ip and servername to the known IP address of your server
activate FF connection (table.open or whatever)

Does this help? Is the RAS connection to an internet provider, or directly
to another machine? Are you sure there are no firewalls blocking?

No, that is not built into the component. In fact, the only way the
component can find any dial-up connections, is if they have already
connected. If a dial-up is in the disconnected state, then the win API
function that enumerates network connections does not know about it.
