Error Code 16384 - Call Disconnected (Out of Order)

I have eight threads with ISDN modem. When ever above error occure in
TapiFailed event, the thread lost modem. The AutoAnswer procedure
trigger in TapiFailed event, but modem did not not get back to waiting
for call.
