TG2.3 release

During this month only two bugs have been fixed on TG2.3, both related to SCRIPT_NAME handling, so I decided to proceed with the stable release during this weekend.

If you know any reason to avoid releasing now, let me know!

Was that second bug the one where http://example.com/blah gives an
error like:
tg/controllers/dispatcher.py", line 93, in _perform_call
if url_path[-1] == '':
IndexError: list index out of range

but http://example.com/blah/ works ok?

Yep, the changelog is huge, so I wrote half of it and then I felt asleep :)

Hope that I'm able to finish it today.
