TurboGears 1.9.7a3 released

We've done a 1.9.7a3 release, which brings us closer to a 1.9.7 stable
release which should should come in August.

There was a major internal shakeup in the way that the configuration
is done, which will not impact anybody working with new projects.
People with existing projects should get deprication warnings, between
now and 1.9.7rc1, which will remove both the deprication warnings and
the old way of setting up make_app and load_environment.

Beyond that there are a number of small fixes, some improved docs, and
a lot of testing that have gone into this release.
