Push a welcome message to users upon connecting?

Is it possible for openvpn server to push a message that would be displayed to a user, probably in a popup notification, when they connect to the VPN? Similar to the kind of message that sometimes says a "This network is for authorized users only" type of deal? (But using any arbitrary string that I set on my openvpn server.)

Currently Tunnelblick only implements this with a dynamic challenge/response. Tunnelblick does not yet implement OpenVPN's --echo option.

There is some documentation on this in the OpenVPN source code, and at https://openvpn.net/index.php/open-source/documentation/miscellaneous/79-management-interface.html, but it doesn't include some clarifications and added examples that I thought were added in August, so I've attached an updated version.
