I'm sorry about the problem you are having. The message means exactly what it says.
The background is that some very early versions of Tunnelblick stored certain configurations with insecure permissions. Later versions fixed the problem by installing all configurations with the correct permissions but did not complain if configurations with insecure permissions were present. Recent versions test for configurations with insecure permssions and complain about it. That complaint is the message you received.
You can, as the message suggests, reinstall your configuration and that will fix the problem. If you have many configurations you should re-install all of them at once; otherwise you will probably see this same message for each configuration that is not reinstalled. (Whether you see the message will depend on exactly what is in the configuration.)
There is an alternative to reinstalling configurations, a command that will secure all of your configurations at once without reinstalling them. It should only be used if you are certain that the existing configurations are correct. (That is difficult to know because they are not secure, so they could have been changed.)
To use the command, copy/paste the following into /Applications/Utilities/Terminal when logged in as a user who is able to administer the computer.:
sudo /Applications/Tunnelblick.app/Contents/Resources/installer 17
You will be asked for your password; type it in and the press the "enter/return" key on the keyboard. As you type, nothing will appear (not even asterisks).
