cannot install because It's not a deployed version.

I've already secure emptied all of my earlier versions of tunneblick a while back and just now I need to redownload it so I tried and every time I try to open it this comes up

 "This version of Tunnelblick cannot be launched or installed because it is not a 'Deployed' version, and one or more 'Deployed' versions of Tunnelblick were previously installed." I've done everything that I could, I downloaded the uninstaller, ran it, said there was no tunnelblick to uninstall. I tried to reinstall it but i can't open up the client to actually be able to uninstall it again.

Try to re-install the original "Deployed" Tunnelblick and then uninstall it completely, following the instructions at Uninstalling Tunnelblick -- after that you should be able to install the latest, non-deployed version.

If you can't do that (for example, if you don't have the original installer you used and can't get one from the vendor), try this:

1. Install Tunnelblick 3.3beta21b (build 3114.3185) from the Security Risk Downloads page
   
2. Uninstall Tunnelblick, following the instructions at Uninstalling Tunnelblick
   
3. Re-install Tunnelblick
   

In the future, if you need to uninstall Tunnelblick, follow the instructions at Uninstalling Tunnelblick.

tried doing that and said the file cant over run a deployed file

Tried doing _what_?

You should be able to install 3.3beta21b even if you previously had a Deployed version. That's why I suggested it.

If you can't, drag a Tunnelblick.app (any one will do) into /Applications BUT DON'T RUN IT.

Then uninstall it as I described earlier.
