No. No OpenVPN implementation can work on a non-jailbroken iPhone or iPad because OpenVPN needs to make system changes to set up the VPN that Apple does not allow iOS applications to make.

However, there is at least one GUI for OpenVPN that works on jailbroken iPhones (and, I assume, iPads): GuizmOVPN. There may be others.
