You do need admin privileges to install and run Tunnelblick to get it
set up. After that, it can be run by a standard user.
But the installation and setup process just takes a couple minutes --
set up the configuration, certificate, and key files, start up
Tunnelblick and connect and disconnect with each configuration file,
then quit Tunnelblick, start it again, answer as you wish to the
questions about automatic updating, and then quit Tunnelblick.
After that, admin privileges are only required when Tunnelblick is
updated (which the user can refuse) or configuration files change.
(Reading Bill Powell's post, I think he copied Tunnelblick.app to
somewhere other than Applications, and ran it from there, which makes
modifications to components of the app. When he went to then move it
to Applications, it complained because those modified components may
only be moved by an admin, or with an admin authorizing the move.
Depending on the version of OS X, a standard user might be told he/she
doesn't have sufficient privileges, or might be given an option to
"authorize" the move by entering an admin's credentials.)
