Hi!
Is it allowed to iframe external content in a custom theme? Like
adding a tab that displays a rss-feed from a server of my own. I have
tested it and it works obviously, but can it be an moderation issue
later on?

It looks like you're going to use that theme yourself, and you're not going to submit it to the Theme Garden (for other people to use). Anything is okay!
(Btw, if you are submitting it, you cannot use externally-hosted content. See www.tumblr.com/themes/new.)
