Not sure why I blanked on this last night, but Mobil Safari's implementation of HTML 5 application caching actually uses sqlite itself

Since the resource is stored as a BLOB (which has a default max size of one billion bytes, although it is compile-time configurable), there shouldn't be any problem caching jqtouch.js if you go to the trouble of defining and delivering a cache manifest.

As an aside, the Google Code Blog series on Gmail for HTML5 is an excellent resource if you're interested in iPhone web app development.
