The author wrote about how the burrowing owls don't dig their own tunnels/holes. They "borrow" them from other animals(ground squirrels,etc). Therefore, you could call them borrowing owls.

I know it’s tongue in cheek, but changing its name from burrowing to borrowing would follow the current thread of renaming birds more descriptively and accurately, rather than after people or misidentified behaviors like “burrowing”. I’m all for it!
