Levees were originally built in Hayward and San Lorenzo to create land for salt production, Landings were established in the 1850s to ferry passengers and move salt and agricultural products to San Francisco. Remnants of timbers at landing sites along the trail can be seen from the mudflats at low tide.
So, where a few of us walked afterwards where there were wooden structures out into the bay, were actually remnants of landing sites.Hey y’all – got some info re: Frank’s dump from Mark Taylor, the Park Supe out at the Hayward Shoreline. Looks like Alameda Co. Mosquito Abatement coined the moniker, but still not much to offer on who Frank might have been.

Subject: RE: [Tues4Birds] FW: eBird Report - Hayward Regional Shoreline--Frank's Dump, Aug 12, 2014
Hi all,
The name Franks dump West and East is from the old Mosquito Abatement term to identify the area. Franks dump is the old landfill that separates the two wetland areas. Franks dump West is the pond that the plovers were found in and Franks dump East is the smaller wetland that is under the power lines to the east of the landfill. Franks dump West is one of the only spots on the shoreline that is good high tide refugia that is not covered in vegetation. The shorebirds feel safe there with just their feet in the shallow water and the barren open areas. We manage the area for HARD in keeping the area just the way it is. Franks dump west is a favorite post breeding site for all kinds of shorebirds.
Thanks
