Internationalphonenumber rings,but does not connect

Hi,
we downloaded Tubaloo on a Sprint Evo, and we were able to make a call
to another US mobile phone. However, when making a call to France, we
have verified that the phone rings, but the call never connects. We
have added money on the account, but it still does not work.
We tried with a wi-fi connection, a 3G connection, as well as a call
through.

What are we missing?
